Rabat- In an interview with Al Jazeera's Ahmed Mansour on Wednesday, Abdelilah Benkirane, head of the government and the Secretary General of the Justice and Development party (PJD), said that his powers are limited, adding that "in Morocco it's King Mohammed VI who governs."

Benkirane, who has already featured in Ahmed Mansour's "Bila Houdoud" show two years ago, said the reality is that King Mohammed VI is the one who actually governs the country.

"According to the Moroccan constitution, the monarch is the commander of the faithful, the leader of the army and the chairman of the judiciary and the council of Ministers in which I am a member," Benkirane said.

The government chief said he is very satisfied with his cooperation with the king in managing the country's affairs. "It's a mission that I love and it's an honor to me," he added.

Benkirane hailed measures taken by his government, including the reform of the compensation fund to reduce the budget deficit and the bailout of the National Water and Electricity Authority.

He said that lifting subsidies has saved the country MAD80 billion Dirhams, adding that "his government did this out of duty and not to win votes in the upcoming elections."

Algiers’ Peace Plan in Mali: A Tale of Confusion and Manipulation

$

Bouteflika

Washington D.C - As fighting rages on in the North between Tuareg groups and the Malian Army, Algerian diplomats continue to claim that the two warring factions are “ready” to sign a peace agreement.

Algeria’s military intelligence agency’s (known as DRS) hidden agenda and its disdain of key Tuareg leaders are creating a dangerous situation in Mali pushing the country toward an all-out civil war. The DRS efforts in Mali are counterproductive and self-serving. It is time for a regional mediation effort to stop the bloodshed before it is too late.

Touareg leaders, including chief Moussa Ag Assarid, and the Azawad people have soundly and collectively rejected the Algiers accord. As the Algerian diplomats with the help and direction of their French counterparts contend that the current agreement between Militants Touareg and the Bamako government will stop the bloodshed, Azawad activists insist that the leaders negotiating on their behalf are not representative of the Touareg population.

In a statement issued in the aftermath of the signature of the Algiers agreement, the Revolutionary Counsel of the Azawad “(Conseil révolutionnaire du Mouvement national de libération de l’Azawad)” described the accord as “irresponsible” and ‘a betrayal”. The Revolutionary Council declared that “the Algerian state cannot mediate in the conflict between Azawad in Mali”. It accuses DRS of using its wealth and oil money “to infiltrate and corrupt the leadership of the National Movement for the Liberation of Azawad (MNLA)”.

Touareg opposed to this accord have singled out Bilal Ag Acherif for criticism. They have accused the well-known leader of the MNLA and a key figure in the negotiations of taking money from the DRS and turning against the interest of his people.

Bilal Ag Achérif, a persistent DRS critic who the Algerian press described in an article last week as a “Moroccan agent working to sabotage the work of the Algerian diplomacy,” switch sides in the last minute and joined the Algerian positions at the dismay of his community.

The Coordination of Azawad Movements (A coalition of Touareg rebel groups known as CMA) has made it clear on several occasions that the Algerians are partial in his conflict. Weary of Malian Touareg nationalism and its potential impact on the political aspirations of its non-Arab minorities, Algeria rejects Azawad’s self-rule ambitions. And yet the CMA swung its policies and signed the Allegis treaty. According to leaders of the Azawad Revolutionary Counsel, DRS “threats and manipulation” is behind the CMA change of heart.

In fact, The DRS has a history of buying its way into Northern Mali. For years, Algerian intelligence services have had their local Touareg proxies keep tab on the populous in Mali.

The ongoing violence highlights the DRS’s shortcomings as it tries to force the Touareg and the Government to seal a treaty when key differences, including the issue of Azawad self-rule, remain unresolved. In fact, Algiers has taken pains to please France and outshine its archrival Morocco rather than address the underlying problems facing the people of Mali.

While Malians were dying in fighting around the city of Menaka, the Algerian press was touting the success of their diplomacy. The so-called Algiers accord leaves open the question of Azawad's self-rule and the Touareg political identity within the Malian political spectrum.

Popular Azawad chiefs continue to voice his suspicions over the true intentions of the Algerians in Mali. They know that the DRS will never accept a “federal system in Mali” that will give the Touareg freedom and political rights. The Algerian plans are more about the status quo in Algeria than a new progressive political system in Mali.

As in past attempts, when DRS used surrogates as “legitimate” representatives of the Touareg people during negotiations, the DRS plan will not survive the test of implementation and will fail to bring peace to the region. Touareg are leery of Algerian power and don’t trust the DRS. This accord will keep an unsatisfactory status quo that allows armed groups to keep their weapons and leaves Touareg status unaltered.

Unfortunately, Algerian “peace plan” rarely works in Mali. It is generally the case that if diplomacy does not have the consciousness to address the real issues platform, its efforts will not succeed. For now, France the former colonial power is the only winner. Paris is solidifying its military presence in the Sahel and tightening its economic grip on regions' mineral riches.

Vladimir Putin Invites King Mohammed VI to Visit Russia

Rabat- Valentina Matvienko, speaker of the Russian Parliament's upper house, the Federation Council, said Thursday that President Vladimir Putin sent an invitation to King Mohammed VI to visit Russia.

According to Sputnik news agency, Matvienko stated that the date of the King's arrival is yet to be specified, as his visit should be prepared properly.

"We are sure that the visit will take place, as the invitation to King [Mohammed] was sent personally by the President of the country [Russia]," Matvienko said during the visit of Russia's Federal Council to Rabat, adding that she will transfer Putin's personal message during the meeting with the king.

She added that a vast range of documents on Russian-Moroccan cooperation is expected to be signed during the visit. Earlier in the day, Russia's Federal Council and Moroccan House of Councillors (Senate) signed a memorandum on cooperation.

Morocco’s ambassador to Russia, Abdelkader Lachheb, had already said that an upcoming visit of King Mohammed VI to Moscow is being prepared, adding that "Morocco and Russia aspire to strengthen bilateral cooperation in the political, economic, cultural and scientific spheres."

Former visits of King Mohammed VI to Russia were initially scheduled for last year but were eventually postponed.

King Mohammed VI's last visit to Russia was in 2002 during which a bilateral strategic partnership was signed. Russian President Vladimir Putin visited Morocco in 2006. The two countries signed a range of agreements, including on fishing and tourism.

Sarkozy Accused of Making Racist Comments Against Minister Belkacem

By Zineb El Mechrafi

Boston- Former French President, Nicolas Sarkozy, has been accused of making a “racist” comment against French Minister of Education, Najat Vallaud-Belkacem, who is of Moroccan origin, and her colleague Minister of Justice, Christiane Taubira.

During the ongoing political debate on educational reform, Nicolas Sarkozy, who is the current president of the UMP (Union for Popular Movement), leveled harsh criticism at the Minister Education, and her colleague the Minister of Justice.

“Christiane Taubira is about to be surpassed by Najat Vallaud-Belkacem in the unrelenting quest for mediocrity,” he said during a rally of his party in Seine-Saint-Denis, in Paris’ suburb.

The statement caused tension between Sarkozy and the Socialists, who accused him of expressing racist sentiments.

“In only one concise statement, he targeted Taubira and Vallaud-Belkacem […],” concluded a representative of the party.

"Mrs Taubira was attacked for reasons that we know, for the color of his skin, and Madame Belkacem is attacked, why? Because she is called Madame Belkacem," Jean-Christophe Cambadélis, first secretary of the Socialist Party was quoted by LCI as saying.

Amidst this controversy, some members of Sarkozy’s right wing party defended their president, including Rachida Dati, Sarkozy’s former Justice Minister, who is also of Moroccan origin.

“To accuse Nicolas Sarkozy of xenophobia is shameful!” she wrote on Twitter. “For the left, defending our values, our principles and our schools is to be xenophobic!”

Robert Chardon, mayor of the southern town of Venelles

Rabat - France's main opposition conservative party, the UMP, is seeking to suspend a mayor in its ranks for sending tweets to the account of party leader, Nicolas Sarkozy, calling for Islam to be outlawed in France.

Robert Chardon, mayor of the southern town of Venelles, a town near Aix-en-Provence, and vice president of the organization of Municipalities around Aix-en-Provence, has been sending anti-Islam tweets since Thursday. "We must ban the Muslim faith in France," he said in one of those tweets.

He sent the tweets to the accounts of former French president and current leader of the center-Right UMP opposition party, Nicolas Sarkozy, and said that he expected a reply.

"We also need a Marshall Plan to send Muslims to countries where the religion is practiced, he said in his tweets.

Chardon told French daily newspaper Le Monde that "it’s the only solution for most of France's problems." He added that the idea came upon him while on sick leave from his political activities. He is reportedly being treated from mouth cancer.

Several UMP members, including Nicolas Sarkozy described the comments as “unacceptable.” The conservative party said it plans to exclude the mayor.

Abdallah Zekri, president of the National Observatory against Islamophobia, denounced Chardon's comments describing them as "unacceptable" and as a breach of France' secularism "that grants citizens the freedom of belief."

"It is not up to a racist mayor, who knows nothing about religions to decide such a thing," Zekri added.

UMP leader Nicolas Sarkozy also condemned the mayor's statements, saying that "secularism is the recognition of the right of everyone to practice their religion."

Moroccan Sahara Desert

By Abderrahmane Alamrani

Oujda - The ocean of blue sky extended as far as the eye could see, with an orange hue tinting the horizon. The wind did him no justice; it would erase his footsteps moments after leaving them behind. A heavy breeze touched his face, and desperation was setting in. The hope of a rescue mission was fading, yet he groped onto the empty bottle of water with the mantra, “the truck must be close” repeating on his lips.

It’s always hot in the desert, always filled with sweat and sand, he said to himself. But an empty stomach was that extra variable that didn’t fit. Careless where he was heading, it didn’t matter anymore what direction it was. It all looked the same. His weary legs would struggle to carry the weight of his body. Not much was left in him, except for a deep voice lurking behind.

“Leaving everything behind wasn’t your brightest idea,” the voice spoke.

“Shut up.”

“You came all the way here just to die!”

“Shut up!” he shouted

Before all of this, you would find him tucked in his small bed, covered with a soft blanket, when a dream came to him. The spotlight was on him, people next to him fading in the shadows behind him. The camera added the thirty pounds he lost in the wilderness of Africa. World’s distinguished explorer with a glass of warm milk at his nightstand, he would craft his 15 minutes of fame before slipping away into wonderland. He lived a happy life, adored by the world for his contributions, just before six thirty in the morning when the alarm would announce it was time to prepare for his cubicle.

The sun set at the corner of the horizon with the sky turning to reddish blue. The day had come to an end, darkness had faded in and he had slept off the desert, dreaming about his cozy home and the softness of his bed.

After getting the divorce, and the court splitting his life in half, he had a baby, and a baby-mama. His world was about changing diapers, cleaning the dishes, and watching football. At the office where he worked as an accountant, everyone’s memory of his birthday would slip away.

“This will be over soon,” he kept on repeating to himself. But deep within, a voice had a different idea.

A ray of light awoke him. He took his time before looking around and checked himself. Didn’t have much on him except for an expensive pocket knife, dirty and covered with sand, but titanium. The new day brought an idea—he walked in a straight line, leaving the sun behind him. The sand was his for the taking, all by himself, the voice kept him company. On occasions it would speak sense to him, and poke fun at him later.

“God damn it!” The voice didn’t answer back.

After hours of dragging his feet behind, his body, barely balancing, fell flat on the hot sand, and the world went dark. Moments later a repetitive sound grew closer: it was a helicopter, and he thought they must have spotted him. “Water! I need water!” he shouted with all the strength he had. But there was utter silence. He couldn’t hear himself; his lips moved but no words came out.

He pushed himself up. There was a strange yet somewhat familiar sound drawing nearby. He was sure of what it was; a helicopter was nowhere to be seen. He gazed at the horizon, looking for the source of the noise. Then it came from behind, a blurry vision of a long moving object aiming in his direction. By the time he realized what he was looking at, it was too late. The rattlesnake raised its head while twisting its body around, taking a hostile posture, ready to attack. He froze, petrified, a stand-off between the forces of man and the forces of nature.

It rattled and began to move; only this time, it was a slow pace. He made a decision, turned around leaving his back facing the snake and tried to run, pushing himself forward. His corps was heavier than his legs could carry, and the snake closed on him in a flash, thrusting its fangs into his flesh.

He swore and shouted at the snake, trying to rub out the excruciating pain, holding his bitten leg to his chest. Weak and weary from the loss of proper meals, the snake had better odds. The venom ran through his veins, even though he managed to suck some out.

It was not enough. He tried to sit still, tried to think straight. Snakes are as devious as they come; you should know what to expect, just not when to expect it, he thought. He grabbed his pocket knife, its blade sharp enough to cut through the swollen bite mark. He managed to remove the swollen bit off, thinking he could get the rest of the venom with that.

It tasted like ash, or rusty metal in his mouth. He sucked back again, but there was no pain when his teeth grabbed his flesh to the inside of his mouth. It went down his belly. He grabbed another piece; this time he chewed before swallowing.

His whole body was numb, the back of his leg bleeding and nausea taking over.

Slipping into the abyss, body laid flat, gazing at the blue sky, it was fading to a heavy orange. The long night was closing in. Weak and tired, covered with his blood, a taste of ash and iron in his mouth, he closed his eyes and drifted away.

Moroccan students

By Amine Mechaal

Rabat - While in Rabat, I served as an English-language teacher trainee in a practicum at both Lalla Aisha Middle School and High School, and as the teacher of community service courses at Moulay Abdellah High School. During this time, I encountered different types of students in each class that I taught. There were students who were self-motivated to learn the language, those who were less motivated, and those who were not motivated at all. These are the most difficult to teach, because often times they are only present because they had to be marked as such in order to avoid facing problems with the administration.

The last category was more likely to misbehave in the classroom. For this reason, I thought that asserting my authority would be the proper solution to regain control over the classroom. Indeed, I used a loud voice to get their attention, and I acted angry many times so that they would follow my directions. This method proved to be successful at first, but I soon realized that, unfortunately, it only had short-term positive effects, because the students soon got back to misbehaving. It was only then that I realized that authoritarian approaches to classroom discipline and management are not the solution. As an alternative, I tried to develop new techniques to give my students the motivation that they needed and help them develop self-discipline, and I was really amazed with the results.

Trust leads to motivation, and motivation prevents discipline issues

Since motivation is the key to an effective learning process, I initially wondered how I could motivate my students, until I found out that developing trust was the correct answer. Teachers' attitudes can affect students’ performance and motivation. If the teacher trusts that his or her students can learn and do a good job, his or her students are more likely to trust in themselves and their abilities. That’s why I tried to devise activities that were challenging, meaningful, and achievable, because I could instill in my students confidence and motivation and make them feel proud of themselves while completing the tasks.

I also tried to reduce my speaking time to the minimum and give my students the chance to speak their minds. In most of the discussions that we had in the classroom, I was there only to moderate, guide, and correct if need be, and students did everything else. As a result, I noticed that they became more engaged and active instead of uninterested and passive, and I confronted fewer discipline issues.

Responsibility is fundamental for self-discipline development

Enhancing my students’ sense of responsibility was another aspect that I had to work on in order to help them develop self-discipline. In the first days of my practicum, no one cared about what I was saying. Instead they were talking to each other, laughing, or doing anything except paying attention to what I was trying to teach them. Sometimes, I felt as if I were talking to myself. I knew that I had to do something about it, because they are the ones who should be concerned about their education and should be aware of their duties as students, rather than being told what to do all the time.

The first thing that I did was to create an interest in the subject I teach, which is English. In order to do this, I developed listening and reading comprehension lesson plans that highlight the importance of English nowadays and the opportunities that the English language provides to its speakers. Students were really surprised with what they read and heard. As more time passed, I noticed that they became more attentive and interested in learning English. I recall one time when two students were talking to each other while I was delivering the lesson. I heard one of the students seated near the back, who had never been interested in the material, tell them to stop and let him focus on the lesson. Only then did I realize that I was on the right path, and that I was finally starting to do my job as a teacher.

The process of creating a calm and productive classroom environment starts with the teacher.  The actions or attitudes of the teacher towards students who misbehave can make the situation either better or worse. Almost every day we hear news stories about students being aggressive towards their teachers, sometimes resulting in physical attacks, and we always blame the students. They are actually only partially to blame, however. We should consider the fact that not all students in Morocco are coming from well-educated or responsible families. Therefore, not all of them are expected to behave well, and it is our duty as teachers and educators to help them get ahold of what they haven’t been taught by their families, not to reprimand them all the time. After all, this is what the term ‘education’ means in the first place.

Fez Hosts International Forum on Violence against Women

By Sara Gomez

Fez - The ISIS Center for Women and Development (ICWAD) will hold an international forum at the Palais des Congrès in Fez, on May 29-31 in response to the increase of violence toward women and girls following the Arab Spring.

The post-Arab spring world has proven to be nothing short of violent, especially for North African and Middle Eastern women. These women have only continued to reap the negative effects of the violent world they live in.

The end of the Arab spring has seen an increase in Jihad brainwashing, as well as wearing of the niqab (total veiling), stoning of women suspected of adultery, female genital mutilation for females aged 11 to 46, assassination of female activists, enslavement, and other forms of violence.  They add to the list of already existing abuses towards women in the regions;, such as domestic battery, sexual harassment, forced marriage, and rape.

With the help of organizing committees and guest speakers from all over the world, the ICWAD  is digging deeper into the Jihadist roots of the problem to raise awareness and propose strategies, such as education reform, to eventually put an end to the increased abuse.

The discussions will center around seven major topics, including the escalation of violence against women in general and in both regions, the impact of masculinity, the patriarchy and violence, and international networking in the face of a transnational violence.

The forum will be split up into nine sessions. The first three, on Friday, May 29th, will begin at 8:00 am and end at 8:00 pm. These will focus primarily on the causes and effects of the escalation of violence against women in the Middle East and some cultural, religious, and political practices that have had a negative impact on the safety of women.

Saturday’s four sessions will vary in subject matter, ranging from violence in North Africa to Masculinity and Socio Psychology. A documentary touching on the problem of honor crimes will also be shown on this day.

On Sunday there will only be two sessions, running from 9:15 am to noon, focused on the efforts being made locally and internationally to fight violence.

Some sessions will be offered in French, although most will be presented in Arabic speeches with translations in French and English. They will be followed with discussions and coffee breaks. Additionally, there will be books, paintings, and feminine products on exhibit.

Spanish police

Rabat - Spanish police say they have arrested five people for attempting to buy a kidney from a Moroccan immigrant for 6,000 Euros, AFP reported.

A Serb gang, accused of burglaries in Spain and Germany, had persuaded an undocumented middle-aged Moroccan immigrant to donate his kidney.

A police statement said the Moroccan immigrant tried to pull out of the deal while he was undergoing clinical tests but the gang kidnapped him and threatened to put an end to his life if he did not go through with the operation.

The statement added the alleged person wanting to buy the organ was the leader of a criminal gang specialized in robberies, whose son suffers from kidney disease.

Spanish police arrested the gang boss and his son and three other people for the alleged kidney-trafficking deal.

The Spanish National Transplant Organization alerted police to the case.

The gang was dismantled with the help of Belgian and German police over the past two years. They are also accused of recruiting children to break into rich people's homes and steal valuables.

Fourteen European nations signed an international treaty to fight human organ trafficking in Spain in March.

The World Health Organization estimates some 10,000 black market transplants are carried out worldwide every year. The business generates 1.2 billion dollars in illegal profits worldwide every year, according to the Council of Europe.
